Locate the CMOS jumper by referring to the motherboard manual and how to clear the CMOS. In general, the CMOS jumper is three pins located near the battery. In general, CMOS jumper has positions 1–2 and 2–3.Move the jumper from the default position 1–2 to position 2–3 to clear CMOS.
Alright I figured out how to do this and I did it I cleared it I changed the battery as well. But i powered it back on and it was say continue with setup and to change date and time so it took me there and I did that , I exited out and it still doing the same thing. Any thing else u recommend doing pls help
looks like no POST despite clearing cmos. now remove all hdd ssd as it was suggested already. Remove all usb devices. Remove discrete gpu if any. Remove all memory sticks and reinstall only one memory in DIMM1. Test each memory in this way.
You only have 2 RAM (memory) sticks at the most. Remove the 2nd one and see if it boots. If not, try replacing the one RAM stick with the other and see if it boots. Remember to have PC unplugged from electrical outlet any time working on the inside of it. I'm not 100% sure it's the RAM, so...
Ok. Remove the one RAM stick and turn it on. Does it behave the same or does the power button flash an amber sequence? If behavior changes with RAM stick removed, then RAM stick is good and then it can be put back. Proceed to troubleshooting guides.
It's rare a CPU dies, but not to unusual for a GPU.
If the size 2032 battery is 5+ years old, it's time to replace it. It hasn't been too unusual for bad batteries to cause boot problems, including boot loop.

First try replace cmos battery with a brand new CR2032. Then try clear cmos settings by motherboard ”clear cmos” jumper.

No HDD/SSD.

Assuming you have cleared the CMOS, and screwdriver booted, It could be your CPU, or if you have a Dedicated video card, that could be dead.
The reason why I conclude to this is that the devices that give you a display usually die within a few years depending on model/manufacturer.
I'm pretty sure your still in the warranty period?
I'm not geeky on these new Optiplexes - only the old ones.
