I only see this version. 5.5.0.0, A00 for the 610M mouse dated May 2022. I have installed it on both Win 11 and the Insider version of Win 11, 22H2. Both installed without issues.
I am pretty sure I had it installed on my Win 11 system before and had removed it earlier. If you removed it the same way, it should have worked for you also.
I found the link below, you might look through the how to uninstall and see if everything mentioned is gone.
@Lif3mau5 I translated your Toast log, hopefully correctly and it shows the following over and over again. There are URLs in the mup.xml file, is there a chance some type of network block is causing a problem?
Server failed to establish connection with client: Some or all of the identity references could not be translated.

I have a similar situation but in Windows 10. The AWCC shows me a pop window when I a launch it, asking to download new components, I can select omit or accept, if I hit omit it goes to the AWCC console without problems and shows me a green button at top to download the new components... If I select to download the components, it shows like starting to do it so, but nothing happens, the computer starts to rev up the fans as it gets hot, and nothing happens, beyond the AWCC.toastnotifier.exe service using up to 15% of the processor and nothing else. If I leave the computer doing the supposed update, it eventually goes to sleep, as it is not doing anything important, like downloading components and really updating the app. I manually close the AWCC console and kill the aforementioned service in the Admin Manager to return the system to normal operation.
If I try to do the update manually using the installer from Dell website, same thing happens, it is like not able to download whatever it has to download for the update installation.
At least my system and peripherals are working fine.

I am having the same issue
The install program acts strange then it just keeps rebooting
I can't access hardly anything if I try to run the ACC app
