why do you need to re-order the disks?

I'm not sure what you want to do. If you want to default to booting Fedora instead of Windows, change this in Grub.

I opted for the bcdedit route, but could make this work because the linux.bin file (from the dd command) was full of zeroes.

W7 is at present SATA0, so boots from this into W7.

So to repeat the question: is it possible to change the boot order of the disks in the BIOS? I have used this 'trick' successfully on several previous Dell systems.

I don't boot from different disks very often so although this may seem 'low tech' it works fine.
