ECenter startup?

Question

just wanted to make sure, does everyone else have an ECenter - C:\Dell\E-Center\EULALauncher.exe in their startup in msconfig? I used to get the blank google toolbar window but then i uninstalled google desktop and reinstalled it so now the blank window doesnt come up anymore, however i still have the above mentioned entry in startup, so I just wanted to know if that is normal, does everyone else have that.   thanks.
