Order a system without an OS, but I don't think it is any cheaper.

I don't think you have any choice.  If you want the laptop you have to get it with whatever OS it comes with.  Other Linux users, that I've seen posts (in the Linux section of the forum) have had to do that.  You can't get a refund or credit for Windows, if you buy a PC that comes with an operating system.

Doesn't it say in the EULA that if you refuse to accept it, the vendor must refund your money?

No. It says "By installing, copying, downloading, accessing or otherwise using
the SOFTWARE, you agree to be bound by the terms of this EULA.
If you do not agree to the terms of this EULA, you may not use or
copy the SOFTWARE, and you should promptly contact Manufacturer
for instructions on return of the unused product(s) in accordance
with Manufacturer's return policies."

The Manufacturer's (Dell's) return policy in this case is that you can keep Windows and simply not use it.

I looked over there a minute ago and didn't see that option although I do rememeber being able to buy a "blank" system.  You may want to check the particular distro to see if it is going to be compatible with the system you want to purchase.

You can refuse the EULA, but Windows will not activate and Dell will not reduce the price.  You are sort of in a "take or leave it" option.

No one is forcing you to buy the laptop!  It's kind of like telling Volvo that I want an S80 but I build my own engine to put in it.  "Ain't gonna happen".

Very good analogy.  You are asking for something special, custom made, so it should really cost more.

Dear Gertrude2 I have the same problem!!! To be honest I don't know about regulations in UK (where I'm resident) or your country, but I'm from Italy and there some people got refunded or at least got a discount because they complaint about this issue. The fact is that, as far as I know, antitrust regulations and laws should allow customers to buy a computer and decide which OS to use, not the one chosen by the PC seller. Therefore if you don't want to use the one provided you should get refunded or a discount according to price of the license you are refusing. I hope that I was clear enough. I think we should ask some information to our local "customer union", maybe they know the real thing. cheers
