Format & reinstall OS to remove Dell partition...
I'm planning on formatting my HD and reinstalling Windows XP for a fresh install. I'm doing this basically to get rid of the pre-installed hidden Dell partition. If I format and completely erase my HD, will that create problems with my copy of Windows XP? Since I don't have a CD Burner to create the on-drive OS CD, I had Dell send me all my CDs and in talking with the tech on the phone, she said a lot of people do this. About the operating system CD Dell sent me... Will that install only the OS, or will it add the extra Dell garbage?

The CD you received contains Windows XP and nothing else. You can get rid of the hidden Dell restore partition when you do a reinstallation of XP which includes formatting. This will not affect the system's performance under Windows. You may wish to consider creating two partitions as a part of the process (see this. You also may wish to keep the ~35MB FAT partition containing the Dell diagnostics just for convenience in using the diagnostics in the future should you need to.
