Problems sending and receiving e-mails

I hope someone can help me...I am having problems sending and receiving e-mails through Outlook.
It worked for about the first week that I had my computer and now it sits at between 33 - 50% but will not complete anything.  I have contacted my ISP and everything seems fine on their end.  Outlook works in Safe Mode.  They informed me that it is probably Norton.  Disabling Norton does not work...and getting someone there to help or to answer...well, that's another story. 
Does anyone have any suggestions???

Some have experienced the problem you have with the Norton Anti-Spam feature within Norton Internet Security 2005 package (antivirus and firewall).  That is probably why your ISP suggested a Norton problem.  If that is what you have, disable the Anti-Spam and see if that corrects the problem. 
 
Also, a firewall may be stopping it.  If you have a firewall, other than the built in Windows XP firewall make sure the Windows XP Firewall is disabled.  Two firewall's can cause varied problems.
