Safe Mode problems

Computer is starting up in SAFE mode and I can't get it to boot in Normal.  When screen appears to choose Normal, I can do that, but then I get a message to restart computer and it still comes up in SAFE mode.  When I go to Control Panel- I get a message that Explorer has created an error and I can't enter the Control Panel.  I can't access the Internet while in SAFE mode.  What steps should I take to get computer back to Normal Mode?  thanks

I forgot to Add- Computer is a Dimension XPS running 98 Windows.

I'm getting a bit rusty with Win98, but I'll give it a try:
 
1) Booting into safe mode automatically is Windows' way of dealing with some kind of system error.  Is there an actual error displayed - "error while initializing ndis" or something like that?
 
2) Try "scanreg /restore" from the DOS prompt to try and restore your registry to a previous setting - the old-time equivalent of System Restore.
 
 
 
3) Did you install any software or hardware just before this started happening?  Can you uninstall it in safe mode?
 
4) A missing control panel is an ominous sign - it's possible your PC got infected with malware.  Can you run your antivirus/antispyware program in safe mode?
