This can be caused by anti-virus or anti-spyware software that is scanning the file at the same time this operation is trying to complete the download, so turn them off and see it it clears up.

 

Vista does not download the file to your target destination until the download is complete, then it moves the file to the location you specified. This I think is where the problem occurs, so try disabling any AV or security software you have added to Vista.

Thanks for the input. I use AVG. I'll see if I can get some info on this issue from thier forums.
