Hi,

Left click and hold in a blank / empty part of the task bar. Drag the task bar back to the bottom of the screen, twhere you want it.

Thanks for the speedy reply.  However, I did as you suggest and I can not drag the START more than halfway down the screen.  The system will not allow me to.  When I persist in dragging it further, then half the screen is covered in half vertically by the START button and tool bar.  Is there something else I can try?

as always, Ceri's advice is the voice of experience.

from personal experience, I can say that moving the taskbar is annoying.  Try click elsewhere on the lowest part of the taskbar until it lets you drag it.  (note, you can drag it to any of the 4 sides of the screen).  just keep at it.   if you are really at wits end, an extreme solution is to restore a previous registry version, but that is really not necessary.

Hallelujah!! Thank you Ceri and noobody.  I finally wound up left-clicking everywhere on the screen with utter abandon and finally START landed where it belonged.
