GDDR: Resolve issue with scripts P17A and P18A with missing CG lock messages

Symptoms
The IEFJFRQ exit is installed across all Logical Partitions (LPARs) and configured automation using NetView. During a GDDR region switch, GDDR scripts P17A and P18A failed to detect ConGroup related messages because they were blocked from reaching the SYSLOG.

Cause
The IBM exit IEFJFRQ - Subsystem Function Request Exit, or other applications such as automation with NetView, can block the messages. In this case, these components prevented the two ConGroup error messages from reaching the SYSLOG.
Resolution
Permanent Fix: Modify NetView to ensure the ConGroup messages are not blocked during automation.
