Do you have the High Dynamic Range (HDR) feature enabled on your Dell WB7022 webcam? In low light conditions, you may see that the Priority Exposure and/or Frame Rate are not in effect. You would expect your frame rate to drop in low light to properly expose the video.
The webcam’s frame rate and exposure time are directly related to each other. Usually the darker your setting, the longer your exposure time and the wider the aperture to properly illuminate your footage.
HDR in video is the set of techniques that are used to reproduce a greater range of light and contrast than is possible with standard cameras.

Under Low Light (Dark, overcast, shadowed, indirect, or reflected light.) Conditions, you should disable the HDR feature in Dell Peripheral Manager (DPM).
The HDR feature is only required when you are working under high contrast conditions. Here are some suggestions of high contrast conditions:
- 100-watt bulb in a small room
- Night time with a bright light
- Bright sunlight backlighting you
- In a room with bright light coming from the window
