ECS: How to enable S3 ports on data2 interface

From 3.6 the ECS allows for S3 ports 9020 and 9021 to be enabled on data2 interfaces with a configuration change to the client environment. On 3.7.x and above this value is set by default.

A restart of dataheadsvc is necessary to make the setting on each node at a time with a 2 minute timing between the restarts on 3.6.x.
 

NOTE: When restarting dataheadsvc, this causes impact for ingest while the service restarts. Inform the client of the impact of restarting this service as they may experience some 500 errors and have the application may have to retry. The dataheadsvc is the single service on the ECS that handles all ingest for each node. A restart impacts all protocols being used on that node while restarts are done.
