ECS: Can we create a user account from CLI (other than admin)

How to create a new user account using CLI?
The new account can now log in using SSH and use an ssh key as a root user.
This is apart from the admin account which already exists.
In ECS, there does not exist a root user account to log in to CLI.
Generally we login using the admin account, and in case we need root privileges we use sudo.
Creating a CLI user other than admin is NOT a supported configuration.
Contact your Dell local accounts team and raise an RPQ for the same.

Request Product Qualification (RPQ):
When a user requests for a non-supported configuration, an RPQ must be documented by a DELL sales person for the end user.
The user can be assisted by the Support team only when an RPQ is available. Sales and Support team interacts with the user to prepare this RPQ document for all RPQs which are not related to FCOs.
