Validate PowerFlex compatibility

The Elab support matrix docs only contain RHOSP support, even though the topic states OpenStack, see the screenshot below.

For example:
PowerFlex 3.6.2 is supported with operating system RHEL 9.2, and RHOSP 17.1 (using Cinder 3.5.7)


It is suggested first to check the PowerFlex release notes, as OpenStack support can be found there.

For example:
PowerFlex 3.5 was released with support for OpenStack Ussuri.
