Avamar: MCS reports a successful cloud-tier policy completion when there is no DD with no cloud tier enabled

Symptoms
The Management Console Server (MCS) reports that a cloud tier policy has been completed successfully when the selected client backups are stored on a Data Domain (DD) with no cloud tier enabled, and there are no backups marked for tiering.
Cause
There is a misconfiguration in cloud tier policy:

The selected client has no backup stored on DD.

The selected client has backup stored on DD. However, the DD has no cloud tier enabled. Cloud tier is enabled on another DD which the select client has no backup.
The following may be seen in the avtier log:
avtier Info <43695>: 0 backup marked successfullyResolution
Correct the backup policy for the selected client to store backups on the correct Data Domain.
