Symptoms

Error 0x80070091 occurs when attempting to rename a non-empty folder in an FLR enabled file system.

Cause

This is expected behavior.

If the file system is FLR-enabled, non-empty directories cannot be renamed, regardless of the lock retention status of the files under them.

Resolution

To prevent this behavior, consider using a file system that does not have FLR enabled.
