Thank you all. I will clean the fans and repaste the CPU and GPU and let you know if that solved the problem.

Hello, have you noticed the CPU or GPU temperature being higher than usual? You can sometimes get this BSOD after the system does a hard shutdown due to excessive temperatures. 

Unfortunately this BSOD can also mean that you have a hardware failure and since you've tried different memory and SSD it could mean that your motherboard has a critical issue. 

If you have made any changes in your BIOS then you may want to try restoring it to default and trying again. 

Also, you do not have to use RUFUS to prepare the bootable USB drive. The Microsoft Media Creation Tool now does that for you. If you haven't done already, try using a different USB drive and download the Microsoft Media Creation Tool again. 

EDIT: I have now seen the diagnostic screenshots that you posted on the Alienowners forum and the CPU should not be hitting 90degs during the diagnostic. You should do a full heatsink and fan cleanout and repaste your CPU and GPU. This will rule out temps as being the cause of your crashes.

Hi @mirelco welcome to this user to user discussion forum. This is not Dell Support. 

The images that include your private Service Tag have been Rejected by Dell. Forum House rules say you are required to remove or redact your private Service Tag so that Dell can authorise release of these images into this public forum. 

Reset or reinstall Windows 10 on your Dell computer 

Please install Windows 10 x64 on your new SSD boot drive and insert your Software License or Product Key. When online, Microsoft will use their database to automatically reinstate authentication of Windows 10, if it is the same type, Home, Professional, etc. Alternatively, open your online Microsoft Account and manually reinstate authentication of Windows 10.

The OP says user has new SSD drive. Windows 10 can be installed on new SSD drive, to become new boot drive.

Windows 10 Blue screen irql_not_less_or_equal error usually means that something may be wrong with a device driver, device memory, or antivirus software on drive.

He said that he has tried installing on the new SSD using a bootable USB but still gets BSOD’s. There is a hardware or thermal issue with his laptop or the bootable USB is corrupted. 
That BSOD can mean many different things and he has already ruled a few of them out by attempting to use a new SSD and swapping memory to different slots.

He is using the Microsoft Media Creation Tool and a bootable USB drive to install Windows. The installation keeps failing at different points, as he states above. The operating system WILL NOT install on the new drive without a BSOD during the installation. There is most likely a hardware or thermal issue causing the BSOD’s unless his brand new SSD is faulty.

This first priority is to get the system to boot into Windows OS, so that diagnostic tests can be conducted. 

User also has option to get new SSD preinstalled with Windows 10.

He has tried that and it still BSOD’s

I apologise if English isn’t your first language but it’s pretty clear that he has tried installing the OS into the new drive and gets the same result. 
The system shuts itself down with a BSOD before the installation onto the new drive can finish.

Idk if you got this resolved. The real solution is to go in the bios under Advanced. Then SupportAssist  System Resolution. Enable Support OS Recovery
