Dell: Yes, my service tag is the one you've mentioned; as many others seem to have mentioned on the forums, your messaging system is currently broken and I cannot respond with it. (I have tried on android, chrome, and internet explorer across three devices.)
Exact same issue, same hardware. CPU is the stock 6-core 6800. This is Driving me nuts. Updated to the windows 10 19041 release trying to fix this. This has added a ton of new HyperV devices to device manager identified as Xeon processors. I haven’t enabled the HyperV windows feature though. Odd

Latency tools showing app response is 2.8 seconds. 400ms kernel latency
DPC kernel latency is frequently discussed in windows insider forum. No good advice though.
