Having issue as well with 17R2 after doing the recommended bios update. Very frustrated at this point. I have attempted to roll back to previous but now same issue. Updated again to see if error would clear and nope still same oh same oh.
Laptop reboots or shutdown to bios with error showing stating it failed and cannot find file, however when I check the version it states A10. there is an error while in bios stating ICC overclocking unavailable due to the library could not be unlocked.
Seven beeps is a mainboard or CPU failure - on the 13" model, the CPU is a permanent part of the mainboard; when either fails, the mainboard needs to be replaced.
If the system does boot, try the following:
Unplug the system, and remove or disconnect the battery. Hold the power button for 30 sec.
Same happened to mine. We had it sent off and now will be paying $500 for a new motherboard. Coincidence...I'm sure Dell will try to make that the case.

Try powering up again thereafter.

I had the same issue and I figured.
You just need to reprogram the BIOS.
