I applied for transfer of ownership of the monitor,
I want know how it is being processed.

When you filled out the Ownership Transfer form, you should have been asked to provide an email address. When the transfer is completed, you would then receive an email.

It's been over 15 days since I applied for ownership.
Is it just Dell's policy to keep me waiting?
It is irresponsible.
Please let me know the status of application for ownership.

Of course it is NOT Dell policy to keep you waiting. Attempt to fill out the form again. If it allows you, then the first one did not go through. If already filed, it will stop you.

If I misrepresented the form, it should at least tell you where it went wrong. I will register the same thing again and wait for the same. I want to hear that it is not processed correctly because some part of the form is wrong.
