Not All RAM Available on G3 3590 Laptop

I went to the "Settings" tab of Windows and there in "About the system." It is written that the RAM is 16 GB, and 15.8 GB is available in brackets. The PC is new and it was originally from the moment of purchase and its first inclusion. For what reason is not all RAM available? Can this be fixed and is it necessary to do this?

The chipset/CPU will reserve some RAM for internal purposes, and the Intel GPU uses some as a Z-buffer as well.

Also bear in mind that there is more than one way to define a gigabyte -- 10^9 bytes or 2^30 bytes, the latter of which is usually used by the OS and will make the total appear 7% smaller than the decimal definition.
