Order Verification

I live in the Middle East and have a friend I know here in the U.S and sent them a laptop I purchased here online from dell. I made an order not too many hours ago and was sent an email from Dell saying that it received the order, but now I went to check the order status to find it was cancelled due to verification issues.

The problem is that there was a discount at the time I made the order and now it's gone. So if I contact the verification department and resolved the issue with them, will they re-initiate the order with the previous discount or without it? and what could have caused the verification problem in the first place or how wasn't I notified of it?
