Unable to create FS
Hello,
I am attempting to create a FS on a recently repurposed DD2500. It used to have a ES30 shelf attached to it that was "lost" in shipping. That's not so bad as I really don't need the capacity at its new location. Anyways, this is my issue.
When I attempt to create the FS I am presented with the following error:
sysadmin@localhost# filesys create
A filesystem of approximate size 10.54 TiB will be created.
Do you want to continue? (yes|no) [yes]: yes
ok, continuing.
This will take 5 - 10 minutes.
Provisioning storage...
**** Data storage unavailable; filesystem is unavailable.
I thought maybe the shelf was still phantom attached but I don't see it. I have tried to destroy the fs but it says that it already is.
In the gui I see a message that says:
Storage subsystem:
System is non-operational. Partial storage is attached.
Any help would be great.

I actually got a error to generate now. Here it is:

Message:The Active tier is unavailable.
Severity:CRITICAL
Class:Storage
Date:11/13/19 12:11:02

Description:
Critical storage resources are unavailable, preventing the tier from functioning.
Object Info:Cause=Block storage is unavailable.
Action:
Verify all storage is functional and configured correctly.
