CPU throttling?

OK.

I just recieved my Optiplex 960, with an E8400.

It idles at 1995ghz.

Bios options show:

speedstep = off
c states control = off
limit cpuid value = off

There is no CPU management option in power options > advanced options.

How do I get my cpu @ 3.0 ghz (NO throttling) all the time?

OS is vista, if that helps any.
