Dell Dimension 4600 Video Card Problems

I'm reposting this as a new thread. 
 
 
I'm back to having that problem again with the monitor blacking out.  Yes I have the original driver installed, not the newest driver.  I went in and changed the refresher rate to 60hz but I get some very faint lines in the display.  I then changed the refresher rate to 75hz and the lines go away.  But then I start with the black-out thing again, even setting the the monitor 85hz, it does the same thing.
 
One item I noticed, is that in the driver properties, it's showing the following. PCI bus 1, device 0, function 0  Now I know that this is an AGP 8X not a PCI.  I went into CMOS and set the video bus to auto, it was set to AGP.  This did not change a thing, it still shows PCI bus in the video card display properties.  And yes, I did insert the card in the correct slot (APG).
 
Can this be a bad card?  Any suggestions you have I would really appreciate.  If I have to I can purchase a new card from Dell, or one that you would recommend that is Windows XP compatible and/or Dell compatible.
