Dell optiplex 760 diagnostic lights 1, 3, 4 and some weird "restarting"

I have an optiplex 760 mini tower. When I press the power button, the power light stays green but it shows 1, 3 and 4 diag lights. Then I think it "restarts" a couple of times then it boots into windows
