Inspirion 3847 motherboard?
I have run both a msinfo32 and a DirectX diagnostic and neither know what my motherboard is.
Also: Can I get confirmation on PCI express 2.0 working with 3.0 cards?

They are backwards compatible, so a modern PCI Express 3.0graphics card will work in a motherboard with a PCI Express x16 2.0 slot.
The P/N for your MB is 88DT1. I am not sure what you are wanting to know about what your motherboard is. Please Clairify what you are referring to.

GPU-z (free) will tell you the bus speed and version of the PCI-e bus being used by your video card, eg. it will show: PCI-e x16 3.0. for an x16 card on a PCI-e 3.0 bus.

But to be safe, check whatever card you want to install to confirm that it is fully backward compatible with PCI-e 2.0.
