Inspiron 3050 (Micro) not scaling to screen

Just got a Pentium powered Micro and hooked it up to my tv to use as a HTPC.  The image is set at 1920 X 1080 which should match my TV just fine but the image is slightly too large.  I am losing a thin band all around the screen.  Only the top half of the task bar is visible and only the upper right corner of the windows logo is visible.  Adjusting the scaling is not available in the Intel control panel.

It was running through my AVR.  I tried connecting it to the TV directly and the problem remained.  I then tried connected it directly to a 1280 X 720 and it still had the same issue.

I can use a lower resolution and it will scale up correctly but he image is degraded.

I can't be the only one with this issue.  Anyone else know of a fix?

I also am having this issue.  I have tried everything I can think of but no luck.  From what I can tell this is an intel hd4000 needed a customer driver to enable scaling.
