My Dell Dimension E521 Won't Start With GPU

My Dell Dimension e521 won't start with my HD 5770 in. Every time I connect my HD 5770 to the PCIE slot the power button on the PC flashes yellow, but when I use onboard graphics the PC boots up normally. I've tested the graphics card with a 600w PSU and the stock PSU, but nothing it working.

Are you saying it doesn't work in another PC with a different PSU or in the e521 with either of 2 different PSU?
Sure that card is compatible with the version of PCI-e supported your e521?
Is there a connector on the card that has to be connected directly to the PSU?

It won't work with either PSU. Everything works perfectly fine until I plug the GPU into the PCIE slot and that's when I get issue's. I'm starting to suspect that something is wrong with the HD 5770.
