Optiplex 9010 - cleaning touchscreen disables touch functionality

I work for a county government agency.

We have a Optiplex 9010 serving as a Kiosk which is used by clients.

Recently, we had an issue with contagions and the touchscreen.  After consulting with our Health Services staff - and doing some research online - we purchased Sani-Cloth Plus Germicidal Disposable Cloths.  

We have noticed that once the screen is cleaned with one of these cloths, that the touchscreen does not respond to touches...until the station is rebooted.  Then, it works fine.  Why is this happening?  Do you have any clue?  It makes no sense to us.
