Power Failure after CMOS reset
I pulled the CMOS battery out of a Vostro200 to try to correct a USB over current! error and when I reset the battery and power back on, the power appears to be dead! The power supply was unplugged when I removed the CMOS so I am not sure why the power is now not functioning?

The PC is running XP. There are no power lights at all. No lights period. I have the batter placed in the the + side up. Maybe a static charge knocked it out when I reinserted the battery??

I did see an amber flashing light on the system board.

What Dell system? What os?
What is the color and conditon of the power button light ?
Are any diagnostic lights lit?
Double check that the battery is in correctly with the right side up.

I would open up the case again and look at all the connections. perhaps you knocked one loose. While not entirely out of possibilty that a static chage could have caused some damage Yours appears to be more power supply related.
