XPS 600 will not turn on

Have a problem similar to others mentioned:  Unit will not turn on -- no splash screen, no diagnostic lights, no fans.  Only a blinking green light at the power switch, plus solid amber light on the motherboard.  Dell Support said it was the power supply, but they were wrong -- installed a new PS, with no change in status.

Have also tried the following:
Reseated all expansion boards, hard drives, RAM, and data/power connectors to mobo, HDD, floppy, optical drives, sound and video cards.
Stripped the system down to video board and keyboard;  removed all but the first bank of RAM; then swapped the RAM cards.
Moved keyboard USB plug to various connections.
Removed processor heat sink and cleaned the bottom; removed and reseated the processor.

Any suggestions?

A blinking green power lndicator light is not listed in the Dell troubleshooting.  However, given what you've done, and assuming the power supply is connected properly to the motherboard, it leaves the front panel switch assembly (least probable) and either the motherboard or CPU.  Jumper the Green wire on the 24 pin power supply connector to a Black wire in the connector and see if the power supply turns on.  This would verify the new power supply is "probably" working OK.
