dell 620 cant get to load windows
every time I try to start up its just keep restarting over and over again,tryed f12 it say every thing is ok.not sure what else to try.

Is this computer the laptop Latitude D620 or the desktop Optiplex GX620? What hardware or software changes were made prior to this issue?
