That is good news.

My preference is still EVGA however.

Both sound promising - any reason for preference of EVGA over MSI?

The 2016 1050 TI 4Gig turns out to be better than the 2012 GTX 680

Radeon 5770 is a PCI-E 2.0 card and requires 150W of power. So its both a bus speed issue and a power issue and many versions of the 5770 are TOO LONG physically to go inside.
The Gigabyte GV-RX460WF2OC-4GD RX460 is PCI-E 3.0 and is a 75W card and works.

Doesn't sound like you actually upgraded the "3650 with a 650w psu" because no standard power supply fits in the 3650. Screen going black is not the same as power turns off.

I left the psu outside the case and it actually turns off without any warning

I had a similar issue with my Zotac 1050 ti OC. It seemed like it was related to Google Chrome running hardware acceleration and its compatibility with Nvidia drivers. It would also occur if my Windows lock screen would start due to inactivity. So I disabled hardware acceleration in Chrome and disabled my lock screen automatically activating and I haven't had a problem since. My 3650 is on 24/7 so I am confident the problem is completely gone.
