Need to update BIOS - Can't boot into Windows

Boot hangs on mup.sys, PSA error code 2000-0221 (Interval Timer Channel 0 (mode 3) is not generating interrupts).  The Help page tells me to update the BIOS, but I can't boot into windows in order to do so.  Catch 22.

Optiplex 380 / Win7 Pro

Will the Win7 disc allow me to boot to a command prompt, just so I can execute the BIOS file?  (anyone remember the good 'ol days when all the files fit onto a floppy from which you could boot?)

Any advice or guidance would be greatly appreciated.

If it's truly a BIOS corruption problem, the ONLY option on a Dell is to replace the motherboard.  

However, try the CMOS Memory (BIOS) reset and see if that helps.  With the PC powered off, remove the CR2032 battery on the motherboard for at least 10 minutes.  Reinstall the battery, observing battery polarity, power on and see if that changes anything.  

There's no option for the BIOS install except through Windows listed in the Dell installation instructions.
