You may want to check Dell Command | Configure (previously called CCTK) for configuring the USB ports.

http://en.community.dell.com/techcenter/enterprise-client/w/wiki/7532.dell-command-configure

There are various options for USB like usbctl, usbportsfront, usbreardual etc.

Examples:

cctk -h usbportsfront

cctk --usbportsfront

cctk --usbportsfront=disable

Please revert incase you need more information about using the tool.
