precision t3600 perc h310 causes cpu to run at 99%

I have a precision t3600 and just added a perc h310 to it.  I have 4 drives in two raid 1's and when I try to install any windows on it the cpu runs at 99% and the hdd light stay lit all the time, no blinking just solid. I have tried Win 7, 8.1, and 10 and I get the same result on each.  I did not have this issue when I ran on the sata connectors on the motherboard, I added the h310 so that I can run two sas hdd.  Is this an issue with the h310 drivers or with the h310 itself.  Thanks for any help
