Dell 11z (sprint) 1121 , has a sim slot, Can I make it work with GSM instead of sprint?
And if so, do I need to change the mini pci-e card? and if so, whats the best one to change it to, that will work with this model? Thanks

You would need to replace the WWAN card, assuming that's even possible - this model was specifically built for Sprint-Nextel. You'd have to find out whether a card is available for AT& T or T-mobile.

It looks like the hardware will fit - I would check with your service provider to find out what they support.

My provider , they are idiots, so this is going to be a do it myself job. They would never go so far as to help me haha, but I just want a windows 7 supported gsm + gps mini pci card that I can switch out that works with the sim slot

The problem is that they have to allow you to activate the device on their network -- be sure before you buy the hardware.
