If you're the registered owner of the system, call Dell with verification of ownership (there's a charge for the call if you're out of warranty). If you've purchased the system used or through a third party, insist that the seller remove the password, or return the system for a refund.

Unless you can contact the seller, the only other option is to replace the mainboard.
