Touchpad gesture not available/working (synaptics)

When I bought this laptop in 2010. My touchpad has this gesture enable where you could use two finger to scroll down. After I reformatted my laptop. The driver for the touchpad on the site is not available. So since I remembered the name (synaptics), I proceed to their website to download the driver. After downloading it. The gestures are still not working. It says installed but nowhere to be found in my computer. My other laptop are able to detect the software but not on this laptop. Browsing has been painfully slow. Having to move the cursor to the side to scroll down. Additional note : the button to disable the touchpad is not working too but other function button is working... What should I do?
