Unable to start up cannot see screen

My latitude c510/c610  will not start.  When I try,  the computer sounds like it is beginning, but then some item like the interent will not turnover.  So the laptop keeps trying to reboot over on its own.  I cannot run safe mode because it  shows no screen it rebbots again over and over.     So I have no visual to try to work around.   Should I put my drivers/utilities in the d drive?  I am stuck at the library.
