Webcam Central not giving option for video chat

Hi! I just received my Dell Studio 17 Laptop and have it up and running as we speak.  I have been wanting to video chat with someone through my Webcam Central that I have, but I do not have any options or tabs once I open Webcam Central to start running or "switch to video chat"  Does anyone have any suggestions?  When I open the application, I can see myself (obviously) and the tabs above the camera feed is Record Video and Snap Photos!
