inspiron 1545 "message from webpage"- white screen

i have been receiving the below error message about 5 minutes after connecting to the web :

Failed on loading skin name"dellprodreg_skin".   The file "shell;css" is required in your "sscommon/skins/dellprodreg_skin/css/' directory.  To fix this problem; please check the skin name in your config file or reinstall the application.  This window will be closed.

msg from web browser:  the webpage you are viewing is trying to close the window.  do you want to close?  you must chose YES or the message will not go away. 

then another error message from webpage:   The file "content.css" is required in your ( same as i have unlined above ).

then a white square appears on the screen.

has anybody else experienced this or have a possible solution?
