Windows doesnt have the AMD chipset by default. You have to download the zip file. Move the ZIP file to the MY DOCUMENTS Folder. Then install 7ZIP. The Reaktek drivers may get borked each time a security, quality, or feature update happens.
Once thats done right click on the zip file and use 7zip to Extract here in the my documents folder.
Then right click on device manager and say update drivers with the Get Drivers from my PC instead of from the internet.

Wish I had seen this post earlier. After searching the ends of the internet (mainly asking questions in microsoft community) this answer finally fixed my webcam issue. Here is what I did.
Went to the Dell support website to see a list of drivers available for my computer.
I chose the AMD Bristol/Summit Chipset Driver Version 17.500 and downloaded it.
Restarted my computer......Looked in Device Manager and Camera was there for the first time.
Wish I had seen this post before wasting hours with Dell support. Dell support asked me to reinstall the OS, when all it took was the right driver. Camera finally got fixed after installing Chipset drivers. Thank you so much, @speedstep

DEVICES on PCI bus as well as USB bus may not enumerate at all if CHIPSET drivers are not there.
