Try a brief press of hardware power button when mouse and keyboard don't work. It could be Hibernation instead of Sleep and that requires the power button. You can change the settings in Power Options, Advanced Settings and turn off Hibernation and Hybrid Sleep.

You should always mention your model computer and operating system when asking a question.

Always include exact PC model and version of Windows in your posts.

Did you recently get a BIOS update from Dell?

Reboot and immediately press F2 to open BIOS setup. Look for a "USB Wake Support" option and make sure it's Enabled. You may -or not- have this option but since you didn't tell us the PC model, I can't check on that.

Don't change anything else in BIOS setup, but be sure to save the change to USB Wake Support, if you made a change.
