Battery won’t hold charge / Won’t load past Dell screen.

So after leaving my laptop in a cold car like over a year ago, it will not hold a charge and will only work/power on if plugged into a charger. I don’t expect a quick fix for that. But, suddenly now whenever I go to power on my laptop it just has ye Dell loading screen but without the spinning dot wheel. I can’t open up the troubleshooting f12 thing or anything. It will power off and back on but goes directly to the screen and is completely unresponsive.
