Boot from a USB Recovery Drive

I have an Inspiron 13-5368 and I am no longer able to boot it from a Windows 10 recovery drive.  I suspect the problem is with its BIOS (1.21.0) because in the distant past recovery drives would boot.  I have checked my current recovery drive and it boots my XPS 8700 desktop.

I looked at my I 13's BIOS settings and see no USB option.

Do I need to make a change in the UEFI, and if so exactly what change must be made?

You don't need to alter the boot sequence.  Simply press F12 a few times at startup with the flash drive connected, and select it from the boot menu.
