What version of Windows--Home or Pro? Encryption in Windows Pro is called Bitlocker. There is no built in encryption in Home. That would be an added 3rd party program you should might want to reinstall.
So, when I started this thread, Dell started direct messaging me. Now they are saying that my computer does not have the TPM chip.. I explained it's funny it did last year with BIOS 1.1.1 (I've said this many times)... now they just repeated it does not have the chip, and that if I want to pursue it further, I have to pay for support!!! How about they PAY ME for the many hours I've put into this!? I just downgraded my bios to 1.1.1 again, and here are screen shots showing the TPM is there and the Encryption option returns.
Although, be warned, when my system applied 1.7 at the end, it got to "Writing Manifest" and hung there. I couldn't even shut it off after that. It was interesting getting out of that, turns out you have a/c adapter in, hold the power for 30 seconds until the little white power light on the left flashes, then release, and it will do a reboot.

After a year of bios updates that didn't address this, Bios 1.7 released 2 days ago has finally fixed this.

Method One: The easiest solution is to suspend BitLocker before updating the BIOS.
Click Start
Go to Control Panel > System and Security > BitLocker Drive Encryption
You can now update the BIOS (latest can be downloaded from the Dell Support Website).

After BIOS updated you can then Resume Protection
Method Two: Edit group policy for BitLocker.
Click Start. In the Search box, type gpedit.msc and press Enter.
Local Computer Policy should be displayed, and options for Computer Configuration and User Configuration.
Under Computer configuration, click Administrative Templates.
Open Windows Components. Click Bitlocker Drive Encryption folder.
In the right pane, click Configure TPM Platform Validation Profile.
Double–click the Require additional authentication at startup policy. Set the policy for Disabled.
Click Apply, then OK. Restart the system.
Once BIOS is updated, repeat these steps and Reenable BitLocker.
Method Three: Edit group policy for BitLocker.
Click Start. In the Search box, type services and press Enter
Scroll down and double-click BitLocker Disk Drive Encryption Service.
Under General Tap on the popup window, next to Start up type click on the drop-down box (manual) the select Disable
Under Services Status, click Stop.
