Inspiron 15 3567 boot error

My 3567 won’t boot. Went through all of the blue screen diagnostics, repairs and resets. All failed to fix this thing. So I downloaded the windows 10 reload usb but now it can’t find a drive on which to reinstall windows.   Is there a driver I need to install first?  Oh and I tried to download the driver set I found on the Dell support webpage but it just kept loading that diagnostic software that looks at the download pc.  I don’t need to run that on my desktop.  Any ideas on how I can access the c drive to reinstall win 10?

Check setup (f2 at powerup) to make sure your hard drive shows up in the SATA devices list.  If it does not, power off, unplug the system and disconnect the battery.  Hold the power button for 30 sec.  Remove and reinstall the hard drive.

Then check again.  If it still doesn't show, it's toast --  you'll need to replace it.  If it does show up, press F12 at powerup and run an extended diagnostic on the drive.  If it fails the test, replace it.

It sounds like the drive has indeed failed.
